发展智慧公路是践行交通强国战略的重要举措。为了深化对智慧公路建设发展中一系列问题的认识，促进智慧公路更好更快发展，首先对智慧公路建设的内涵进行阐释，并提出“四梁、四柱、一基础”的发展框架，即以数据赋能、创新驱动、网络运营、价值导向为基本建设原则，以智慧建造、智慧养护、智慧运营、智慧服务为主要建设内容。在此基础上，明确智慧公路的关键技术与应用架构。之后，详细梳理我国智慧公路建设发展的历程与现状，总结智慧公路建设成效及存在的问题。最后，从政策、标准、技术、监管等四个方面提出发展建议，以支撑智慧公路建设的持续健康发展。
Abstract
Developing smart highways is an important initiative to implement the strategy of building a country with strong transportation network. In order to deepen the understanding of a series of issues in the development of smart highway construction and promote better and faster development of smart highways, the connotation of smart highway construction was first explained, and the development framework of "four beams, four pillars, and one foundation" was proposed, which was based on the basic construction principles of data empowerment, innovation driven, network operation, and value orientation, with smart construction, smart maintenance, smart operation, and smart service as the main construction content. On this basis, the key technologies and application architecture of smart highways were clarified. Afterwards, a detailed review of the development process and current situation of smart highway construction in China was conducted, and the effectiveness and existing problems of smart highway construction was summarized. Finally, some development suggestions were proposed from four aspects, such as policy, standards, technology, and supervision, to support the sustainable and healthy development of smart highway construction.
